My package has been lost in the mail

I ordered  from you on November 3, 2018 (order number: 20181103_PE2_0000277) I have not received my package in the mail. The tracking clearly shows that it has not even made it over seas. Yet the tracking (as shown in the screenshot) claims the delivery is complete. Where is my package? Has it been returned to you? My order was not cheap. Please let me know what is going on with my order as soon as possible.
